Fortunately, there are almost innumerable sources of clipart available for you to use, either free, royalty-free, or at a cost. You may already have some. Most "office" applications come with scads of clipart that you have already paid for. CD-ROMS containing thousands of images are available at most software sellers. There are also many sources on the web of free and pay-for clipart. A couple of sources of Scouting clipart are Scouter.com and U.S. Scouting Service Project. Images obtained from these 2 sources may be used royalty-free with certain provisions (i.e. used for Scouting related subjects, etc.).
If you have a scanner you can create your own clipart. One example is scanning your Troop numerals and using that image on your site. The Troop 53 logo on this site was created in this manner. Once, when my scanner was going wonky on me, I even used my digital camera to take a picture of something for clipart. Took a lot of editing to make it look right, but it worked in a pinch.
